Dr. Jingli Yang
Chief
Executive Officer
Dr.
Jingli Yang is one of the founders of Earth Resources Technology,
Inc. She served as ERT’s President from 2001 to 2005 and
took the role of Chief Executive Officer in 2006. Dr. Yang is a
successful entrepreneur dedicated to creating a company that is
focused on customer satisfaction and employee well-being, and operating
with the highest integrity. Under her leadership, ERT has resulted
in continuous growth and expanded its client base to include NASA,
NOAA, and the US Geological Survey. An accomplished marketer and
strategist, Dr. Yang cultivates business relationships with both
partners and customers and establishes the infrastructure and processes
necessary to continue the growth of ERT.
Dr. Yang has over 20 years of experience in Earth remote sensing, science data systems, and geospatial interoperability. She held progressively responsible technical and management positions in the Earth remote sensing and satellite data systems fields with companies that included Hughes STX, Raytheon, and Space Imaging EOSAT.
She received her Doctoral Degree in Geography and Remote Sensing from the University of Maryland. She is a member of Maryland Space Business Round Table Board, NASA Goddard Contractors Association Board, American Meteorology Society, and the American Geophysical Union.
Dr. Peter Li
President
Dr.
Peter Li is one of the founders of Earth Resources Technology,
Inc. and has been the company’s President since 2006. Under
his leadership, ERT has grown from a two-person company to one
of the fastest-growing government services businesses in the nation.
As President, Dr. Li is responsible for executing ERT’s corporate
goals and focuses his work on expanding the company and its capabilities.
Dr. Li has over 20 years of experience in environmental science and engineering, geographic information system application, geotechnical engineering, geophysical survey, and hydrogeologic investigation. Dr. Li has captured and managed multiple contracts with values exceeding $100 million, supporting U.S. Army Corps of Engineers, U.S. Navy, NOAA, NASA, U.S. Air National Guard, U.S. Coast Guard, and the Maryland Department of Transportation, in the areas of environmental consulting, information technology, facility engineering, safety engineering, asset management, and geotechnical engineering. He has managed contracts of firm-fixed price, time and material, cost plus fixed fee, and cost plus award fee.
He received his Doctoral Degree in Geological Sciences with the focus on Geophysics from Rutgers University. He is a Certified Professional Geologist in Virginia. He is a member of the Society of American Military Engineers and a member of the Maryland Space Business Round Table.
Dr. Mina V. Samii

Operating Officer
Dr. Mina V. Samii is the Chief Operating Officer for Earth Resources Technology, joining the company in 2012 to manage all business and program related operations. She is an accomplished senior executive responsible for all business operations including contracts, finance, human resources and procurement, and she oversees all programs to ensure requirements and customer expectations are met.
Prior to joining ERT, Dr. Samii spent 30 years with Computer Sciences Corporation (CSC) most recently as the vice president and general manager of the Business Services Division in the North America Public Sector, responsible for the annual $350 million business in support of federal agencies with science and engineering charters including NASA, NOAA, DOE and EPA.
Other experience at CSC included IT management, systems engineering, analysis, operations, and scientific and engineering research and development. Her senior executive career included vice president of the financial and tax administration solutions division, vice president of the science and information services division, account executive for large commercial IT contracts in the commercial technology group, and program manager for both NASA and Department of Justice programs.
She has led organizations to achieve ISO and CMMi certifications, and is the recipient of numerous NASA and CSC achievement awards.
Dr. Samii earned her Ph.D. in theoretical solid-state physics from the State University of New York, Albany, and conducted postdoctoral research at the Johns Hopkins University..
Stephen Michelsen
Vice President, Strategic Business
Stephen Michelsen serves as ERT’s Vice President for Strategic Business. In this position, he supports senior managements' strategic decision-making. Mr. Michelsen leverages an intimate understanding of ERT business interests and opportunities through participation and alignment with key government and commercial business leaders. He supports a broad range of business development and operations activities including business and administration content for RFP/RFI and customer meetings/presentations.
Kevin Donnelly
Chief
Technologist
Kevin Donnelly serves as ERT’s Chief Technologist and as Technical Director for the NOAALink program. As Chief Technologist, he is responsible for aligning the ERT Information Technology focus with current and future technologies, methodologies and best practices, and advising client CIOs and CTOs on those emerging trends and technologies which can best help their agencies.
Prior to joining ERT, Mr. Donnelly has spent more than 25 years working in IT as both an executive (CIO and CTO) and as a technical manager. He has consulted with or worked for a number of large private and public entities including: GAO, DHS/USCIS, Verizon, Deloitte, Digex, Lockheed Martin, Northrop Grumman, NASA, NIH/NCCAM and Frito Lay.
Mr. Donnelly holds a Bachelor of Science degree from the University of Maryland, College Park. He holds a Project Management Professional (PMP) certification and is on the board of advisors of CyberWatch, an Information Assurance ATE Center of the NSF.
Ronnie Kinsley
Director,
Business Development
Mr. Ronnie Kinsley serves as ERT’s Director of Business Development. He is responsible for directing and overseeing business development activities across the company. He administers policies and procedures covering all phases of the business acquisition lifecycle. He also serves as capture manager for business pursuits of strategic importance to the company.
Mr. Kinsley brings more than 40 years of experience in systems engineering, program management and business development. Prior to joining ERT, he served as Business Unit General Manager for Civilian Programs for Northrop Grumman (and predecessor companies) and directed a staff of more than 200 engineers, analysts and scientists. Earlier in his career he served as a spacecraft systems engineer and program manager for multiple Space Shuttle science missions at NASA's Goddard Space Flight Center and NASA Headquarters, respectively.
He received his Master's and Bachelor's Degrees in Aerospace Engineering from the University of Maryland, and his Master's Degree in Engineering Administration from George Washington University.
Herb Gillette
Director, NOAA NOS/NMFS Programs
Mr. Herb Gillette is a Program Manager for Earth Resources Technology, Inc. He manages and oversees several major contracts at NOAA’s National Ocean Service (NOS) and supports ERT customers in NOAA’s Office of Oceanic and Atmospheric Research and the National Marine Fisheries Service’s Office of Sustainable Fisheries. These contracts provide a full range of information technology services as well as public and media outreach, resource protection, GIS, data analysis, scientific analysis, management studies, policy preparation, and other related support. In managing these contracts, Mr. Gillette coordinates with a wide range of other organizations, including the Sanctuaries Foundation, multiple consultants, other NOAA offices, and several contracting companies.
Prior to joining ERT, Mr. Gillette served as a program manager for RS Information Systems, Inc., overseeing several multi-year contracts with NOS and NOAA’s National Ocean Service, exceeding $20 million annually and a staff in excess of 100. He also served as project manager for Research and Data Systems Corporation.
He received his Master’s Degree in Public Administration and Data Processing Management from George Washington University, and a Bachelor’s Degree in History from the University of Connecticut.
Anthony Maranto
Vice President, Environmental Engineering
Dr. Anthony Maranto serves as ERT’s Vice President for Environmental Engineering. Tony joined ERT in 2009 as the Deputy Program Manager for the NOAA National Ocean Service and National Marine Fisheries programs. In his current role, he is responsible for the Division’s strategic direction, identifying and leading the effort to capture new business opportunities, and ensuring the Division continues to meet customer expectations.
Tony has more than 22 years of professional experience as a program manager, business leader, researcher, and educator. Prior to joining ERT, Tony spent more than 12 years as a technical consultant and manager supporting the U.S. Army Environmental Command (USAEC) where he was extensively involved in the management of numerous compliance, pollution prevention, natural resources, and environmental planning programs across the Command. He also served as the USAEC liaison for overseas environmental programs; as the program manager for Environmental Quality and Range/Training Sustainability programs; and as a program manager for the Joint Chemical and Biological Defense Program Analysis and Integration Office coordinating the DoD-wide Annual Report to Congress for the Chemical Biological Defense Program.
Tony has also held academic and administrative posts at several universities and formerly served as the Director of the Maryland Department of Natural Resources' Radioecology Laboratory. He holds a Bachelor’s degree in Biochemistry and Molecular Biology, and his Master’s degree and Doctorate are in Environmental Science with a focus in Environmental Chemistry. He has published or presented more than 45 technical papers and reports on numerous topics including environmental management, strategic planning, carcinogenic risk assessment, radioecology, health physics, data quality control, and neurological receptor modeling.
Michael Dorman
Director, Environmental Division
Mr. Dorman joined ERT in 2007 and serves as the Manager of the Environmental Services Division. He has the responsibility for the technical performance, cost and schedule for multiple contracts with numerous task orders for the U.S. Army Corps of Engineers, Maryland highway organizations, and ERT’s NASA environmental support contracts. These contracts cover environmental compliance, remedial investigations of contaminated sites and unexploded ordnance, and engineering services.
Mr. Dorman has more than 30 years of experience in project and program management with DoD (Army, Navy, Air Force, and Marine Corps) and federal and state transportation agencies. Prior to joining ERT, he served as a program manager with Potomac Hudson Engineering; as a Senior Associate with Booz Allen Hamilton; a program manager and department head at Versar, Inc., and as a project engineer/graphic artist with EcolSciences, Inc.
He received his Master’s Degree in Environmental Engineering from Virginia Tech, and a Bachelor’s Degree in Civil Engineering from George Washington University.
