The management team ensures the success of its clients’ goals and missions by providing them with the experience of highly trained and talented scientists, engineers, and technologists.


Dr. Jingli Yang
Chief Executive Officer

Jingli Yang PhotoDr. Jingli Yang is one of the founders of Earth Resources Technology, Inc. She served as ERT’s President from 2001 to 2005 and took the role of Chief Executive Officer in 2006. Dr. Yang is a successful entrepreneur dedicated to creating a company that is focused on customer satisfaction and employee well-being, and operating with the highest integrity. Under her leadership, ERT has resulted in continuous growth and expanded its client base to include NASA, NOAA, and the US Geological Survey. An accomplished marketer and strategist, Dr. Yang cultivates business relationships with both partners and customers and establishes the infrastructure and processes necessary to continue the growth of ERT.

Dr. Yang has over 20 years of experience in Earth remote sensing, science data systems, and geospatial interoperability. She held progressively responsible technical and management positions in the Earth remote sensing and satellite data systems fields with companies that included Hughes STX, Raytheon, and Space Imaging EOSAT.

She received her Doctoral Degree in Geography and Remote Sensing from the University of Maryland. She is a member of Maryland Space Business Round Table Board, NASA Goddard Contractors Association Board, American Meteorology Society, and the American Geophysical Union.


Dr. Peter Li
President

Peter Li PhotoDr. Peter Li is one of the founders of Earth Resources Technology, Inc. and has been the company’s President since 2006. Under his leadership, ERT has grown from a two-person company to one of the fastest-growing government services businesses in the nation. As President, Dr. Li is responsible for executing ERT’s corporate goals and focuses his work on expanding the company and its capabilities.

Dr. Li has over 20 years of experience in environmental science and engineering, geographic information system application, geotechnical engineering, geophysical survey, and hydrogeologic investigation. Dr. Li has captured and managed multiple contracts with values exceeding $100 million, supporting U.S. Army Corps of Engineers, U.S. Navy, NOAA, NASA, U.S. Air National Guard, U.S. Coast Guard, and the Maryland Department of Transportation, in the areas of environmental consulting, information technology, facility engineering, safety engineering, asset management, and geotechnical engineering. He has managed contracts of firm-fixed price, time and material, cost plus fixed fee, and cost plus award fee.

He received his Doctoral Degree in Geophysics from Rutgers University. He is a Certified Professional Geologist in Virginia. He also serves as the Treasurer for the Society of American Military Engineers (Baltimore post) and is a member of the Maryland Space Business Round Table.


Paul Thompson
Chief Operating Officer

Paul Thompson PhotoPaul Thompson is the Chief Operating Officer for Earth Resources Technology, and is responsible for managing all business and program related operations for ERT. He oversees all programs ensuring that ERT fully satisfies program requirements and meets client expectations. He is responsible for all business operations including contracts, finance, human resources and procurement.

Previously, Mr. Thompson was the Chief Information Officer for the Raytheon Technical Service Company (RTSC). In this position, he was responsible for managing all information technology activities within the company, including voice, video and data transmission; systems development and implementation; and infrastructure supporting to over 10,000 employees worldwide.

Prior to this position, Mr. Thompson was the Vice President and General Manager of RTSC’s Information Technology and Scientific Services (ITSS) business unit. ITSS provided information technology, science, and engineering support services to a broad range of federal government and international clients. ITSS services included: software development; scientific data center development and operations; enterprise network implementation and operation; space sciences; earth systems science; remote sensing; spacecraft and aeronautical engineering; and engineering services.

Mr. Thompson earned a Bachelor’s Degree in Physics from the University of Notre Dame, and a Master’s Degree in Computer Science from the University of Maryland.


Hal J. Bloom
Vice President, Science Division

Mr. Bloom is Vice President of the Science Division for Earth Resources Technology.  He is responsible for scientific support services, including Earth remote sensing and satellite systems, algorithm development, modeling data assimilation and visualization and science data systems and data management activities.

Prior to joining ERT, Mr. Bloom was the GOES-R Deputy System Program Director at NOAA where he directed the function and integration of the space, ground, science algorithm, and system engineering components. He also acted as Deputy System Program Director for the NPOESS IPO and served as Division Chief of Payloads for the NPOESS Integrated Program Office (IPO).

Prior to his work with NASA, Mr. Bloom was a Scientific Program Manager for Raytheon Corporation, leading a staff of scientists and computer programmers in the development of NESDIS POES/GOES/NPOESS-related operational algorithms.

Mr. Bloom received his Master of Science Degree in Atmospheric Sciences from the University of Maryland. He received his Bachelor’s Degree in Geography from Bridgewater State College, Bridgewater Massachusetts.


Tom Bishop
Chief Engineer

Mr. Tom Bishop joined Earth Resources Technology, Inc., in 2008 as Chief Engineer and Manager of Science and Technology Programs. Mr. Bishop has responsibility for developing ERT’s engineering practices and ensuring that ERT offers quality and effective technical solutions to its government customers.

Mr. Bishop has over 30 years experience as a Program Manager and Systems Engineer, with emphasis on the support of spacecraft remote sensing data processing and high technology systems for government and commercial customers. Prior to joining ERT, he served as Program Manager for NOAA’s Environmental Satellite Processing Center at Perot Systems.  At Raytheon, he was the site manager for NASA’s Ames Research Center managing 3 contracts, over 70 task orders, and a staff of 275 personnel.

At Raytheon, He was also Project Manager and Chief Engineer for the China Brazil Earth Resources Satellite (CBERS) Data Processing System (CDPS)—a turnkey system to acquire and process the data from the CBERS mission. He worked closely with end users and instrument manufacturers to determine the system requirements. He was responsible for all aspects of the project including export licensing and deploying the developed system to China.

He received his Bachelor’s Degree in Computer Science from Virginia Tech.


Ron McHenry
Director, NOAA Programs

Mr. Ron McHenry joined Earth Resources Technology, Inc. in 2006 and serves as Director of NOAA Science and Engineering Support Services. He has responsibility for evaluating costs, schedules, and technical performance, for multiple contracts with over 50 task orders for NOAA, including several contracts with the National Weather Service (NWS) in the areas of data and scientific analysis, systems and software engineering, operations, financial and administrative support services.

Mr. McHenry brings over 25 years experience in program management and systems engineering support to major NOAA and Federal Aviation Administration programs and systems acquisitions. Prior to joining ERT, he served as the Director of NOAA Programs for Nortel Government Solutions, overseeing operations for satellite ground systems and network support contracts with NOAA’s National Environmental Satellite, Data, and Information Service (NESDIS) and NWS. He also worked at Raytheon where he oversaw program management and business development for several NOAA contracts, including systems engineering and technical support contracts.  

He received his Master’s Degree in Physics from Purdue University, and a Bachelor’s Degree in Physics from Catholic University. He also pursued a Ph.D. at Purdue University in experimental high energy physics. He is a member of the Institute of Electrical and Electronics Engineers (IEEE) and Computer Society.


Herb Gillette
Program Manager, NOAA National Ocean Service Programs

Mr. Herb Gillette is a Program Manager for Earth Resources Technology, Inc.  He manages and oversees several major contracts at NOAA’s National Ocean Service (NOS) and supports ERT customers in NOAA’s Office of Oceanic and Atmospheric Research and the National Marine Fisheries Service’s Office of Sustainable Fisheries. These contracts provide a full range of information technology services as well as public and media outreach, resource protection, GIS, data analysis, scientific analysis, management studies, policy preparation, and other related support. In managing these contracts, Mr. Gillette coordinates with a wide range of other organizations, including the Sanctuaries Foundation, multiple consultants, other NOAA offices, and several contracting companies.

Prior to joining ERT, Mr. Gillette served as a program manager for RS Information Systems, Inc., overseeing several multi-year contracts with NOS and NOAA’s National Ocean Service, exceeding $20 million annually and a staff in excess of 100. He also served as project manager for Research and Data Systems Corporation.

He received his Master’s Degree in Public Administration and Data Processing Management from George Washington University, and a Bachelor’s Degree in History from the University of Connecticut.
