Chief Executive Officer

Dr. Jingli Yang, Chief Executive Officer of ERT, is an accomplished marketer, strategist, and entrepreneur. She cultivates business relationships with partners and customers, while working to develop infrastructure and processes necessary to foster the growth of ERT. Under her leadership, the company has enjoyed continuous growth and expansion of its client base while maintaining a focus on both customer satisfaction and employee welfare.

Dr. Yang holds a Ph.D. in Biogeography, Geographic Information Sciences, and Remote Sensing from the University of Maryland and has over 20 years of experience in Earth remote sensing, science data systems, and geospatial interoperability for NASA and NOAA. Prior to ERT, she held a series of progressively more responsible technical and management positions in the Earth remote sensing and satellite data systems fields with companies including Raytheon and Space Imaging EOSAT. Dr. Yang also served as President of ERT for several years, during which she initiated ERT’s Earth remote sensing science support and science data systems development and maintenance activities.

Dr. Yang is President of the Maryland Space Business Roundtable (MSBR), serves on the Board of Visitors of the University of Maryland’s College of Behavioral and Social Sciences, and is active in both the American Meteorological Society and the American Geophysical Union. She previously served as Vice President of MSBR, Chair of the NASA Goddard Contractors’ Association, and member of the Maryland Federal Facility Advisory Board under Governor O’Malley. She has received numerous awards including a NASA Global Change Research Fellowship, National Geographic Young Explorer award, and the American Society for Photogrammetry and Remote Sensing’s Ta Liang Memorial Award.  ERT and Dr. Yang were featured in the 2014 NASA Office of Small Business Programs Spotlight publication highlighting Women-Owned Small Businesses.

Peter Li

President

Dr. Peter Li founded ERT in 1993, providing geophysical survey support to environmental and engineering companies. After gaining its reputation as the go-to company for geophysical services in Baltimore-Washington metropolitan area, ERT expanded to include environmental and GIS services serving the U.S. Army Corps of Engineers (USACE), and Maryland state and county government agencies. Dr. Li was instrumental in winning ERT’s first $10M prime contract with USACE in 2004. Since then, Dr. Li has led ERT’s business development effort and won more than 50 prime contracts with all NOAA line offices, five NASA centers, and USACE. ERT’s services have expanded to include information technology (IT) support, engineering services, scientific analysis, and data system development. 

As ERT’s President, Dr. Li focuses on customer satisfaction by ensuring the delivery of accountable, responsive, and value-added solutions; business development by providing mentorship and training, as well as building a growth-oriented corporate culture; and leadership development across ERT. 

Dr. Li received his Doctoral degree in Geological Sciences with a focus on Geophysics from Rutgers University. He is a Certified Professional Geologist in Virginia, a member of the Society of American Military Engineers, and a member of the Maryland Space Business Roundtable. Dr. Li has more than 30 years of experience in environmental science and engineering, geographic information system application, geotechnical engineering, geophysical survey, and hydrogeologic investigation. Prior to founding ERT, he served as a Project Manager of environmental remediation projects for Louis Berger & Associates and Chester Engineers, respectively. 

Goodwin Ting

Chief Operating Officer

Mr. Goodwin Ting has more than 15 years of experience developing strategies and leading business growth and operations at an executive level, from small and medium sized businesses (SMBs) to large corporate divisions with over $1 Billion in annual revenues. He brings a solution-oriented approach to partnering with customers that is based on his 25+ years of experience in designing, developing, implementing, and integrating technical solutions for U.S. federal and state government agencies and international public sector clients in the defense, public healthcare, social services, law enforcement, and public transportation sectors. Mr. Ting’s expertise resides in the application of best practices in enterprise architecture, systems engineering, application development, data analytics, information technology operations, and information security to optimize technical solutions for customers’ mission and business objectives.

As ERT’s Chief Operating Officer (COO), Mr. Ting will focus on the integration of operations and value-added client solutions; directing the company’s operational business unit Vice Presidents to ensure the highest level of contract performance and continued business unit growth.  Mr. Ting’s recent experience includes a previous two-year tenure as ERT’s Chief Technology Officer, during which time he was a key contributor to implementing operational enhancements on major NOAA programs, expanding ERT’s industry certifications, and co-leading various business development efforts.

Prior to his initial employment by ERT, Mr. Ting served in various senior business management and technical leadership roles for both small and large businesses, including Sun Microsystems and Eastman Kodak. Before returning to ERT, Mr. Ting spent over two years as both the COO for an SMB and President of their Joint Venture company, where he improved operational performance on contracts, extended the partner ecosystem, and expanded into new markets including the FBI.

Mr. Ting earned a Master of Business Administration degree from Johns Hopkins University, and both bachelor’s and master’s degrees in Electrical Engineering from the Georgia Institute of Technology and the Rochester Institute of Technology, respectively.

Hugh Johnson

Chief Information Officer and Deputy Chief Operating Officer

Mr. Hugh Johnson has 35 years of information technology experience. He most recently served as the Assistant Chief Information Officer of NOAA’s National Ocean Service, where he implemented enterprise-level IT solutions in networking, cyber security, and cloud services that drove cost savings and increased productivity; reinforced cyber security posture by implementing performance metrics program and operational security processes; and established a strategic sourcing program to gain organization-wide economies of scale.

Mr. Johnson previously held IT management and technical positions at the National Marine Fisheries Service, Defense Logistics Agency, Department of Defense Dependence Schools, and within private industry. He is now responsible for promoting best practices in information technology and data management across ERT programs and ensuring the performance of ERT’s IT management practices.

Mr. Johnson received his Management of Science degree in Computer Systems Management from the University of Maryland University College. He received his Bachelor of Science degree from The Pennsylvania State University.

Robert Haynes

Robert Haynes

Vice President, Science Mission Business Unit

As Vice President of the Science Mission Business Unit, Mr. Haynes provides leadership and management of the Business Unit’s strategic growth initiatives, customer base expansion, new opportunity identification, program operations performance, and strengthening of customer and partner relationships. He brings over 20 years of technical and management experience leading engineering-based programs with a science and satellite ground system focus. Rob brings a proven track record of managing programs that emphasize technical innovation to the National Oceanographic and Atmospheric Administration (NOAA), National Aeronautics and Space Administration (NASA), the Air Force, the United States Coast Guard (USCG), Department of Defense (DoD) Defense Advanced Research Projects Agency (DARPA), the U.S. Geological Survey (USGS), and the U.S. Trade and Development Agency (USTDA).

Prior to joining ERT, Rob held technical and management positions at STi Systems, RGII Technologies, and Integral Systems (later acquired by Kratos Defense), supporting NOAA, USGS, DARPA and the Air Force. Rob started his career as a software engineer, expanding his technical expertise to include system administration and design; systems engineering; network design; virtualization and enterprise architecture roles, and, eventually, project and program management. Prior to this role, Rob served as the Deputy VP of ERT’s Science Mission Business Unit, overseeing management and performance of all of ERT’s NOAA NESDIS programs. Rob holds a Master of Business Administration from the University of Virginia Darden Graduate School of Business; a bachelor’s degree in computer science from the University of Maryland, College Park, and a bachelor’s degree in Chemistry from Purdue University.

Chuck Ellis

Vice President, Emerging Markets Business Unit

Chuck Ellis has more than 25 years of experience managing and implementing information technology solutions for Federal civilian, DoD, and commercial customers. His management experience spans a wide range of technology projects including software development, data warehousing, cyber security, data center management, and help desk operations. 

Prior to joining ERT Chuck held management and technical positions with both large and small companies, managing organizations with more than 150 staff. 

Chuck earned an MBA from the University of Maryland’s Smith School of Business with a concentration in Information Technology. He also earned undergraduate degrees in Information Systems Management and Economics from the University of Maryland Baltimore County (UMBC). Chuck has been a certified Project Management Professional (PMP) with the Project Management Institute since 2011. 

Chang Zhao

Vice President, NOAA Programs Business Unit

Chang Zhao is the Vice President of NOAA Programs. She has more than 13 years of experience in NOAA IT technical and contract management. Ms. Zhao began serving NOAA as the Oracle Database Administrator for the Office of Coast Survey and the National Geodetic Survey of the National Ocean Service. Her strong technical and customer service skills put her on a path to project and program management responsibilities for ERT. She uses her deep understanding of customer needs and the skill at working with technical teams to create high value solutions. Ms. Zhao delivered some of ERT’s most innovative solutions including Artificial Intelligence / Machine Learning using cloud services. Ms. Zhao manages over 150 staff members and over 12 simultaneous contracts valued at more than $22M per year. She applies management skills that include a Master of Science degree and a PMP certification to deliver Exceptional Contractor Performance Assessment Report (CPAR) ratings on over 90% of her contracts.
